Free State launches initiative for more startup-friendly procurement

Government contracts are an important factor for the German economy – but it has been difficult for startups to win such tenders. Bavaria's Minister of Economic Affairs, Hubert Aiwanger, has begun to change this.

"Unfortunately, startups have rarely been successful in government procurement. This is also due to the supposedly high administrative burden, which deters young entrepreneurs and those with little experience in procurement law from applying for government contracts,"

explains Minister AiwangerWith a new initiative, he therefore aims to connect the Bavarian startup scene with public clients and provide information on how collaboration can be legally secure and successful. This will make it easier for startups to gain a foothold in the market in the future thanks to public contracts. The public sector, in turn, will benefit from the innovative products and solutions offered by these young companies.

In a first step, representatives of government agencies and organizations, together with stakeholders from the startup scene, examined how startups could be more involved in procurement procedures. As a result, Ministry The administrative regulations on public procurement (VVöA) have been revised and adapted. In order to raise awareness among public contracting authorities in Bavaria about startups, website The Bavarian Ministry of Economic Affairs has developed a specially developed checklist for startup-friendly tenders.

Information collected at Gründerland Bayern

In addition, Gründerland Bayern has information on public procurement on its website in a new section There, founders will also find practical tips on how to increase their company's visibility to public clients. The goal is to alleviate young entrepreneurs' concerns about excessive bureaucracy.

Economics Minister Aiwanger emphasizes:

"We support Bavarian founders in realizing their business ideas with optimal framework conditions. Our initiative for more startup-friendly procurement is another component of the funding strategy. I encourage public authorities in Bavaria to take advantage of the existing flexibility and opportunities in procurement procedures to benefit startups. This is a win-win for both sides."
