The Munich-based startup Pactos has closed a pre-seed financing round of €2.7 million. The round is led by High-Tech Founders Fund (HTGF), and personalities from industry and the startup scene are also participating. Pactos is developing an AI-supported platform that supports companies in managing external workers.
Digitization of a billion-dollar market
The market for external staffing in Europe is worth more than €230 billion. Yet, the organization of external employees is often still based on Excel spreadsheets and emails. This analog system is time-consuming and poses legal risks. Pactos aims to close this gap and thereby offer clear added value.
The software automates contract reviews, manages deployments in real time, and documents all relevant data in a legally compliant manner, according to Pactos. Purchasing, HR, Legal, and Finance receive analyses and concrete recommendations for action. Furthermore, the solution can be integrated into existing IT systems such as Zvoove. According to Pactos, it already manages several thousand external workers and is certified according to recognized standards and fully GDPR-compliant.

Support from industry and startup scene
In addition to the HTGF, other players from the startup scene are also investing. These include Sebastian Dettmers, CEO of Stepstone; Jens Bender, initiator of the HR Angels Club; and Alexander Schwörer, owner of the Peri Group. Representatives from the tech and startup scene are also expanding the investor consortium. These include Robin Haak, Managing Partner at Robin Capital, and Franzi Majer, founding partner of Superangels:

The Munich-based startup plans to use the capital to further develop its AI capabilities. It also plans to expand its development team in the DACH region and accelerate B2B growth. Antonio Zill, co-founder and CEO of Pactos, explains:

Pactos was founded in 2023 by Antonio Zill and Philipp Eckert. Startup operates throughout the DACH region. With its platform, it aims to replace the current analogue structures in external personnel management with a digital and legally compliant solution.
